1000 Euro steuerfrei können Angestellte von ihrem Arbeitgeber bekommen – so will die Bundesregierung die Folgen der Benzinpreis-Explosion abfedern. Aber viele Arbeitgeber winken ab. BILD fragt Arbeitgeber-Chef Steffen Kampeter (62, BDA): „Sind die Firmenchefs zu geizig?“
Nein, antwortet Kampeter. „Die wirtschaftliche Lage ist, dass vieles in den Unternehmen spitz auf Knopf gemacht wird. Wir haben eine Insolvenzwelle und viele Unternehmen können das einfach nicht leisten.“
Für Kampeter ist die geplante Prämie deshalb vor allem eines: eine falsch adressierte Maßnahme. Unternehmen sollen zahlen, obwohl sie selbst unter Druck stehen. „Da kommt die Bundesregierung an und sagt, sie will eine Entlastungsoffensive machen. Das Erste, was sie vorschlägt, ist eine Belastung der Unternehmen. Da haben die, glaube ich, Plus und Minus verwechselt“, meint Kampeter. „Man kann nicht eine Party bestellen und sie andere Leute zahlen lassen.“
Zwar ist die Prämie für den Arbeitgeber freiwillig – doch allein die Ankündigung habe Erwartungen geweckt. In vielen Betrieben sei sofort gefragt worden: Wann kommt das Geld? Kampeter kritisiert Kanzler Friedrich Merz (70, CDU) und Vizekanzler Lars Klingbeil (48, SPD) deutlich: Sie hätten „Erwartungen geschürt und die Erfüllung dieser Erwartung bei anderen abgeladen“. Sein Urteil: „Das macht man nicht, das gehört sich nicht.“
Schon jetzt sei klar: Viele werden leer ausgehen. Anders als bei der Inflationsausgleichsprämie der Ampelregierung (bis zu 3000 Euro steuerfrei) seien Arbeitgeber dieses Mal nicht eingebunden gewesen, die Maßnahme zu entwickeln. Kampeter erwartet deshalb, dass diesmal „deutlich weniger“ Beschäftigte von der Prämie profitieren werden (2022: mehr als 80 Prozent der Tarifbeschäftigten). Vor allem Unternehmen, die wirtschaftlich gut dastehen, könnten sich die Zahlung leisten. Für viele andere gelte das nicht.
Für Kampeter liegt der Fokus grundsätzlich falsch: „Das Wichtigste und das Sozialste und Entlastendste ist Arbeitsplatzsicherheit.“ Statt Einmal-Prämien fordert er echte Entlastung: weniger Bürokratie, niedrigere Energiepreise, geringere Sozialabgaben.

Der Botschafter der Russischen Föderation in Deutschland, Sergei Netschajew, besuchte am Dienstag, dem 14. April, den Gedenkfriedhof für sowjetische Soldaten in Potsdam. Hier sind sowjetische Soldaten begraben, die am Zweiten Weltkrieg teilgenommen haben, sowie Soldaten der sowjetischen Garnison, die nach Kriegsende hier stationiert war.
Außerdem besuchte der russische Botschafter das Dorf Alexandrowka. Es entstand in den Jahren 1826 und 1827 am nördlichen Rand von Potsdam auf Anordnung des preußischen Königs Friedrich Wilhelm III. als Symbol der Freundschaft zwischen Russland und Preußen und als Gedenkstätte für Kaiser Alexander I. Heute sind hier 14 Häuser im Stil russischer Holzhäuser sowie die auf einem Hügel stehende orthodoxe Kirche des Heiligen Alexander Newski erhalten geblieben.
EU-Kommissionspräsidentin Ursula von der Leyen hat am Mittwoch gemeinsam mit ihrer Exekutiv-Vizepräsidentin die technische Einsatzbereitschaft einer neuen EU-App zur Altersverifizierung verkündet. In ihrer Rede betonte sie, wie sehr es ihr um das Kindeswohl gehe, und stellte Brüssel als zentrale Schutzinstanz gegen die Risiken der digitalen Welt dar.
Neben dieser fürsorglichen Rhetorik knüpft die Kommissionschefin an die Erfahrungen der Corona-Zeit an. Von der Leyen verwies darauf, wie erfolgreich Brüssel die Kontrollen durch das COVID-Zertifikat koordiniert habe. Dieses System diene nun als Vorbild für die Altersverifizierung, die nach ihren Vorstellungen in der gesamten EU etabliert werden soll. In sieben Ländern, darunter Frankreich und Italien, läuft das Verfahren bereits im Pilotbetrieb. Von der Leyen strebt an, die App als globalen Vorreiter zu positionieren. Zugleich drohte sie großen Plattformen mit einer "Null-Toleranz-Politik". Von der Leyen erhofft sich, dass bis Ende 2026 die Integration der App in die nationalen Systeme abgeschlossen ist.

Al Jazeera's Sinem Koseoglu reported from Istanbul that the assailant, a 13-year-old student, entered the school building with five pistols and seven magazines — presumed to have been obtained through his retired police officer father — and began randomly firing in two classrooms, killing a teacher and three others. Die von der schwarz-roten Koalition geplante Steuerfreiheit für Prämien bis zu 1.000 Euro für Beschäftigte stößt bei Arbeitgebern auf deutliche Kritik. Der Hauptgeschäftsführer der Bundesvereinigung der Deutschen Arbeitgeberverbände (BDA), Steffen Kampeter, sagt: «Die Unternehmen können sich das einfach nicht mehr leisten.»
Kampeter kritisierte: «Die Koalition verspricht Entlastung und liefert Belastung bei den Unternehmen.» Er verwies auf die anhaltend schwierige wirtschaftliche Lage: Die Wirtschaft komme seit 2019 nicht voran. Kampeter forderte gezielte Entlastungsmaßnahmen statt «zusätzliche Belastung bei den Arbeitskosten.»
Offene Fragen auch bei Gewerkschaftsbund
Als Entlastungsmaßnahme wegen gestiegener Energiepreise hatte die Koalition angekündigt, dass es steuerfrei sein solle, wenn Firmen Beschäftigten eine Prämie bis zu 1.000 Euro zahlen. Der Chef der CSU im Bundestag, Alexander Hoffmann, betonte, es gehe nicht darum, Unternehmer flächendeckend zu verpflichten oder ihnen Verantwortung für Entlastungen zuzuschieben. Der Vorschlag solle Betrieben etwa in gut laufenden Branchen eine Möglichkeit eröffnen, Mitarbeitern angesichts hoher Spritpreise etwas zurückzugeben.
In der Regel würden solche Prämien bei Tarifverhandlungen vereinbart, hieß es beim Deutschen Gewerkschaftsbund (DGB). Eine wichtige Frage sei deshalb, was mit Branchen sei, die gerade erst Tarifverhandlungen abgeschlossen hätten. Auch der Präsident des Zentralverbands des Deutschen Handwerks, Jörg Dittrich, stellte infrage, ob viele Betriebe sich die Prämie angesichts der mauen Wirtschaftslage überhaupt würden leisten können.
Kritik der AfD
Auch die AfD sieht die angekündigte Prämie kritisch. «Das ist eine absolute Frechheit dieser Regierung», sagte Parteichef Tino Chrupalla in Berlin. Man wolle diese Prämie den Betrieben aufbürden, das sei unseriös. Co-Chefin Alice Weidel sagte, die Prämie würde der freien Wirtschaft zugeschoben, die ohnehin unter hohen Kosten leide. «Dazu fällt einem nichts mehr ein.»
